Dear Property Owners,

Find enclosed detail of the Zapata Homeowners Association proposed budget for 2025 for your review. We welcome your participation at our next Board meeting on Friday, November 15, 2024, at 5:30 p.m. where we will provide time for Property Owners' questions and concerns. Per Colorado law, "...the budget proposed by the Executive Board does not require approval from the unit owners and will be deemed approved by the unit owners in the absence of a veto at the noticed meeting by a majority of the unit owners..." (Senate Bill 05- 100). For any questions or concerns prior to the meeting, please contact any ZHA board member (See contact information on back of newsletter).

Did You Know?

MARK THE DATES Board Meetings

ZHA board meetings are held six times per year: in August, September, November, February, May and June. Meetings are held on the third Friday of the month, starting at 5:30 p.m., at the Mosca Community Building located next to United Methodist Church, 8890 Lane 4, Mosca CO 81146. Meetings are open to the membership and anyone is welcome and encouraged to attend.

To attend a meeting using the conferencing (phone-in) option, email zapatahoainfo@gmail.com prior to the meeting.

REMINDER: Wood Recovery Lot. The wood recovery lot is only for natural wood/shrub materials that are free of nails, screws, wire, etc. It is not for lumber or any other material that may or may not burn.The ZHA respectfully reminds property owners that the dumpster is for residents’ use only and its uses are limited. Household trash only, please. Recycling is encouraged and Alamosa has a large recycling facility, Rickey Recycling Center, 1130 Old Airport Road (12th Street), Alamosa, CO 81101.If you encounter hunters, hunting dogs or anyone that you are uncertain about in Zapata, take a picture of their license plate, email the administrator or call 911.

No motorized vehicles including 4-wheelers or motorcycles are allowed on greenbelts.No discharge of firearms in the Zapata.

As a reminder, the ZHA has a year-round OPEN FIRE BAN. This can be found in our policy index, available on the ZHA website: Policy # 25.01: NO burning or open fires of any kind will be permitted on the Zapata Subdivision. The only exception is the controlled burn of the wood recovery lot as authorized by the Board of Directors.

FALL 2024

Fall Grading Rolling Plan

PHYSICAL IMPROVEMENTS

The fall grading plan is scheduled for October: complete the repair work on Big Bear Road and grade the roads to smooth out the places where water washed across the roads and clean out some of the ditches along Lake of the Falls, Big Bear Road and Mill Run so that water will run down the ditches and not across the road.

Road Base

The remaining 8-12 loads in the budget will be used first to complete the repair work

on Big Bear Road and the remainder on Lake of the Falls below Hampton.

Ditch Cleaning and Culvert Cleaning

An inventory is being completed on the culverts in the subdivision. Culverts will be

checked, cleaned and repaired as necessary.

Signs and Security

Items are being ordered to install including cameras and motion sensor lights at

various locations that will change from time to time.

Snow Removal

Our contractor has a truck with a snowplow and will be placed in the subdivision later this fall.A list is being prepared so residents with a plow can be contacted to clear driveways for other residents if necessary.

COMMUNICATION

Please remember to notify our Zapata Administrator if your mailing address changes.

Please notify our Zapata Administrator if you have sold your property so you are no longer billed your annual dues and all mailings can be sent to the new owner. Property transfer information is not necessarily received in a timely manner from the county, and sometimes not received at all.

GOVERNANCE

Governance Committee Holds Numerous MeetingsThe Governance Committee of the Zapata Homeowners’ Association has held

numerous meetings—most via Zoom—in 2024.A major focus has been on creating a policy on rental properties. We learned from our

attorney that if we were to create a policy on short-term rentals, the policy would have to apply to all rentals, i.e., everyone. A first reading was held but a second reading has been postponed pending response from our attorney.

Meetings also have focused upon recent legislation regarding HOAs and we will be homing in on our policies to bring them into line with state law. One specific area relates to our fine schedule. We also have reviewed bylaws and will continue to do so.

ARCHITECTURE

Hello from the AC CommitteeWe've had a great summer without too much to report since the last Zephyr. This fall we have a new build going on Mill Run around the end of Hampton. We're going to evaluate the site soon and continue from there.

Please keep your pets on leash/ under control as we've had numerous complaints here and with county for dogs at large and nuisance.

Also please commit to the Dark Skies with concern to usage of lights and light pollution.
