Governance Committee Minutes for Feb. 12, 2025

The quarterly meeting of the Governance Committee for the Zapata Homeowners’ Association was held virtually at 5:03 p.m. Wednesday, Feb. 12, 2025.

Members present: Chairman Erin Smith, Co-chairman John White and member Forrest Ketchin.

Topics included recent state statutes on accessory buildings (HB24-1152 as part of CRS 29-35-105), home-based businesses (SB24-134, 38-33.3-106.5, and assessments and their collections (HB22-1137 as part of 38-33.3.209.5).

The committee is of the opinion that the accessory building statute does not apply because the subdivision is not part of a municipality and is not large enough population wise.

We have nothing in our regs relating to home-based businesses. We should review that.

And we need to look at our fine schedules and update them.

Still before the committee is Policy 26.

Policy 36 revision is up for a third reading at the Feb. 21 board meeting.

It was suggested that we put on the new website the suggested revision of the Covenants submitted to the membership which showed the original and suggested revisions.
