Physical Improvements Committee Meeting May 8, 2024
The meeting washeld at 225 Big Bear Road at 2:30 onMay 8, 2024. Those attending were Garry Warren, Mark Seaton, John White and Wayne Ross. Discussion Items and subsequent action are found below.
Spring Grading Rolling Plan
Discussion revolved around which roads would be graded fi no moisture was received, and which roads would be graded and rolled fi moisture was received. This is based on previous discussion with our contractor in which grading and rolling, specially rolling is not recommended without adequate moisture. Grading results is limited on roads without adequate road base in which rocks are showing.
Subsequent Actions
Attached are the maps of thet w o alternatives (Exhibit 1 and 2). Fortunately, we received substantial snow and rain and had grading and rolling done according to the plan with moisture (Exhibit 2).
RoadB a s e
As discussed at our last meeting it was decided that acouple of loads wererequired just outside the gate exit, a couple of loads on the corner of Mill Run below John White's just to complete the gap between where previous road base had been installed. The remainder of the budget would be used on Lake of the Falls up to Hampton Run and
further fi the budget allows. (Exhibit 3) Volunteer Caretakers
• No complaints were noted. Dutiesinclude monitoring trash roll off, checking package box, patrolling roads, and noting any suspicious activity.
Trash Service
• We have a new provider, Mountain Disposal. I met the owner when he was changing the roll off andI am convinced they will provide much better service.
• It was also discussed about doing a little work to move it on the north side of exit road.

Subsequent Actions
While our contractor was here grading, he started clearing a place for the relocation which Iwill follow up and coordinate with Mountain Disposal.
Snow Removal
•
Snowremoval this season wasproblematic. The truck our contractor planned on using
needed a clutch and was not installed int i m e to use last season. By the time the grader
arrived it was icy and required chains to reach the upper roads. Local residents with a
tractor, ATV or four-wheeler and a snowplow did what they could but was not adequate in certain instances.

Subsequent discussion with our contractor has the truck with the plow operational we can have it placed on the subdivision fi desired.

A plan will be developed with the residents so residents with a plow can be contacted to clear driveways if needed.
Ditch Cleaning and Culvert Cleaning
• The three culverts at the bottom of Mill Run south of Lake of the Falls have been substantially cleaned by hand labor. That will be finished in the next month.
• We will also be scheduling a ditch cleaning on the various section of South Zapata Creek primarily between Big Bear Road and Mill Run.
Signs and Security

There is a list of road signs that need to be replace or repaired with gabions thanks to
John White (Exhibit 4). The plan is also to repair the stone monuments and rails at the entrance with gabions.
We have a list of items to order and install including cameras, motion sensor lights and install at various locations that may change from time to time. A small group of members will implement this interim step.
Colorado Forest Field Handbook
• The pertinent chapter for the subdivision was "Inspection/Maintenace/Repair as applied to roads.
• Some of the issues that were addressed in the handbook have been identified by John White and included in Exhibit 4. W e will examine alternatives to repair as our contractor also suggested using large rocks to place in the deeper sections to slow down the water and slow erosion. Ialso have some railroad ties the have been cut and could be used in deep ditches with rocks on either side. Installation will be discussed and implemented by our contractor.

The following ditches are deep but Idon't have a solution. I'd like to observe them when theyhave water.
• Indian Hill near Nellinger's
• Indian Hill/Breezewood ditch.
• Lake of the Falls between Hampton and Breezewood Point.
• Big Bear between upper California Circle and Wayne's driveway
Mill Run below Moki (south side) and Mill Run above Colima Place (east side) are two spots where the ditch has filled and rock is flowing onto theroad. They need to be redug before they get road base.
